Port Zeus Marina Public Consultation on Draft Terms of Reference

FS Inc. is providing Notice to the Public of the publication of the draft Terms of Reference (ToR) for the proposed Port Zeus Harbour Development (‘Port Zeus’) on Cayman Brac. The public is invited to review and comment on the ToR, which outlines what will be studied in the Environmental Impact Assessment (EIA) and how the studies will be conducted. The ToR has been developed in collaboration with the Environmental Assessment Board (EAB), which includes representatives from the Departments of Environment, Planning, Hazard Management, Tourism, and the Port Authority.

The result of the EIA will be an Environmental Statement (ES) which will help to inform the decision-making process. The Draft ES will also be subject to a separate public consultation when it is completed.

Your input will be considered in the finalization of the ToR document. The ToR for Port Zeus is available to download below:

Comments on the ToR may be submitted:

  1. In writing during the Open House session,
  2. Electronically via e-mail to
  3. Mailed to Department of Environment, P.O. Box 10202, Grand Cayman, KY1-1002, or
  4. Hand delivered, in writing, to the Department of Environment, Cayman Islands Environmental Centre, 580 North Sound Road, George Town, Grand Cayman

One Open House session for the public to review and comment on the draft ToR and discuss the EIA process will be held on Thursday, July 11th 2024, at the Aston Rutty Civic Center from 6PM until 8PM.

This open house session is being offered to specifically focus on the ToR document, solicit comments from the public on the ToR, and educate the public about the EIA process. Representatives from FS Inc, the EIA consultants and the EAB will be available at this session to provide information to the public and recieve comments concerning the ToR.

The Public Consultation period will officially close on July 21st, 2024.
